No lift-off for Shuttle Discovery

At least 14 more missions are needed to finish the $100 billion outpost. Shuttle flights were grounded after the 2003 Columbia accident and NASA only returned to station assembly this year. While NASA fixed its problems with the shuttle, the station remained in orbit.
