N Korea to conduct nuclear test

North Korea said a nuclear test would bolster the country's defences in the face of US hostility. The announcement ramps up tensions in the region, which were already high following North Korea's failed missile tests in July. South Korea immediately rose its threat level. The US said a nuclear test would be "unacceptable" while Japan warned that Pyongyang could expect a "harsh" response from the international community.
