European leaders in markets pledge

Structural reforms and public spending key to economic recovery, say European leaders. The leaders backed strong oversight of the world's financial markets and products, including hedge funds, and urged that sanctions be drawn up to punish tax havens. The plan was announced at a summit of European leaders in Berlin.
