Gun battles broke out in the streets of Amara amid disputed reports that the Mehdi Army Militia was in total control of the city. The Shi'ite led government is struggling to exert its authority over such groups blamed for reprisal killings and to build a viable police force capable of retaining its independence in areas with deep tribal or sectarian loyalties.
