Milwaukee police say the situation was fluid when an officer opened fire Tuesday evening. Two dogs are dead, a man was shot and an innocent bystander was injured during the incident. The dogs' owner tells FOX 6's Bob Moore what she saw and why she doesn't blame police for what happened.
