Chinese director Zhao Lang is presenting his new film "Petition -- The court of the complainants" out of competition at Cannes. Since 1996 he has been filming "petitioners", people who come to Beijing from across China to lodge formal complaints about the abuses they have endured at the hands of local authorities.
