There's no getting around the fact that North Korea's leader Kim Jong Il has become notorious for his increasingly erratic policies. But analysts say when it comes to launching provocative missiles and testing nuclear weapons, there is method in the apparent madness, stemming from being the ailing leader of a dying economy.
