Clunkers Program Ends; September Retail Sales Fall 1.5 Percent, Beating Expectations

September marked the worst month of the year for retail sales, after the Cash for Clunkers program came to an end, and consumers ended their car-buying spree. Car sales plummeted 10.4%, after surging in August during the program.
