governor martinez unveiled a budget plan this afternoon that would cut state spending....but it would not raise taxes .. stuart dyson is live at the capitol to tell us what else is in the governor's plan. overall the republican governor's budget is not that far from the one the legislative finance committee proposed last friday - the differences are in the details. martinez took the wrappings off a 5 point 4 billion dollar budget proposal that cuts state spending by about three percent - as the state continues to collect lower tax revenues in the anemic recession- ravaged economy. " we have been on the job now 5 and a half days and i'm going to make sure that we scrub every corner of every agency to make sure that we find the savings that we can." martinez would cut public school spending by one and a half percent - demanding that minute thumbnail 05:03 pm school districts make the cuts in administrative spending - not the classrooms. she would increase spending on medicaid by ten million dollars - while replacing hundreds of millions of onetime federal stimulus money that prop up medicaid in the currenbudget. and read her lips - no tax increases. " we are not raising taxes - that is not the way we recover economically in thre state of new mexico - we have to allow people to get back to work and to raise taxes on families and small businesses allows less people to get back to work." martinez splits with the legislative finance committee on prisons - they would cut corrections by 4 percent - she will not go along with that. on the whole democratic leaders say they can work with her.
