A new youth center in the Four Corners can't open because the county hasn't installed a sewer line. Charles Kromer with the Kirtland Youth Association said the new building was finished in November. It was supposed to open at the end of 2010, but San Juan County hasn't put in the sewer system. Kromer said the opening date keeps getting pushed back. "The next thing they told us it would probably be January and now they're telling us some time late spring or early summer," he said. The youth program had about 560 members last year. The building cost $1.5 million to build and was paid for by the state.
