Republican Schwarzenegger has his own plan for the greening of America. The Governor recently signed an order establishing a Low Carbon Fuel Standard, putting him outside the Republican mainstream. A recent poll by the National Journal notes that only 13 percent of Republicans in Congress believe global warming is caused by man, while some 95 percent of Democrats support that view.
