Beijing's largest polluter - Capital Steel - is moving to the seaside in order to help win the city its "Green Olympics". Capital Steel's move also has a human cost. Only about 10,000 of its 82,500 workers will be employed at the new facilities. Many of the others face early retirement. Until the new steelworks open at Caofeidian, part of production will be shifted to a smaller facility in nearby Hebei province. Olympic planners are toying with the idea of shutting all factories near Beijing for two months before and after the Olympics to ensure the city shines. That would include Capital Steel, which will have closed most, but not all, of its Beijing facilities by 2008. Capital Steel is China's sixth-largest steelmaker.
