It wants to keep an autonomous Kosovo in its fold, within its borders. Ninety percent of Kosovo's two million people are ethnic Albanians. They've been under U.N. administration since 1999 after a Serb counter-insurgency war that killed 10,000 and drove out almost one million. The two sides in Vienna will have until mid-March to lodge complaints before Ahtisaari sends a final version of his plan to the UN Security Council.
