50 governments have got together in Norway to lay the groundwork for a new international pact to ban cluster bombs. The conference is taking place a decade after the Ottawa treaty that banned land mines. Cluster munitions have been used in conflicts around the world from Vietnam to Iraq. They have killed and maimed thousands of civilians, many of them children.
